Position Paper of Israel

Combating Illegal, Unreported,  and Unregulated Fishing
For combating IUU, we reviewed the history of our country on maritime. Israel’s government of Ministry Transport, had an Administration of Shipping and Ports (ASP) for the responsible of maritime traffic, moorings and ports, vessels and operators; licensing and registration of vessels, seafarer, and skipper certifications. The role of this ministry is towards ensuring a safe, secure and sustainable shipping infrastructure at all times; formulating and monitoring shippings regulations and policies; promoting and maintaining international regulations and treaties; and supervising maritime traffic, port and moorings. From the role and authority of ASP, we could make a resistance for combating IUU according to ASP structure and role. Israel government had signed and adopted The Convention of International Maritime Organization (IMO) on facilitation of International Maritime Traffic at 1965. ​The Convention's main objectives are to prevent unnecessary delays in maritime traffic, to aid co-operation between Governments, and to secure the highest practicable degree of uniformity in formalities and other procedures. In particular, the Convention reduces the number of declarations which can be required by public authorities.
So we as delegates of Israel believes, in order to combating IUU, we had to make a resistance for IUU, an institution or facilitation that provide for covering the state’s zone of exclusive. Such as ASP. And it is not only government’s role, along with citizen and people, integrated and combining forces for combating IUU. We encourage all of the delegates for pursuing what we had built on, a facilitate for keeping the maritime, and so on.
What makes a country could doing IUU was a recklesness or unguarded maritime of country. Therefore we should made a preparation for combating this issue together.
Our proper resolutions are;
1.      Increasing infrastructure and secure it all the time
2.      Increasing the patrolling security on shipping or vessel

3.      Convention between neighbour state
